The following changes are effective July 1, 2003:

Title fees will increase from $8.00 to $10.00 and repossession
titles will increase from $11.00 to $13.00 effective July 1, 2003.

A city county tag may be issued
to a vehicle leased by any city, county, or school district. The
law provided for registration changes, however, the property
tax law remains unchanged and property tax is due on these vehicles.

HB2189-extends
the grace-renewal period for heavy trucks and trailers from February
15th to the last day of February. The receipt verbiage for
heavy trucks and trailers will read, "Renew by the last day of
Feb. Enforcement date March 1st.
The following changes are effective July 1, 2002:

Notary seals are no longer required on titles and bills
of sale on transactions which occur after July 1, 2002.

The State of Kansas will allow Kansas dealers to attach
one additional reassignment addendum (rider) to any certificate
of title, and will allow a rider to be attached to Kansas titles
by out of state dealers.

HB2675-Permits purchasers
of personalized license plates to display a plate on the front
of a vehicle at their option.

HB3032-Imposes
a local compensating use tax on the intrastate sale of motor
vehicles. The
local compensation use tax will apply when the combined local sales
tax rates imposed at the residence, or place of business of the
purchaser, exceeds the combined local sales tax rates imposed at
the location of the selling dealership. The change also applies
to isolated and occasional sales between individuals.

HB2656-A surviving
spouse or other family member will be permitted to keep the Pearl
Harbor Survivor tag, however it cannot be displayed on a vehicle.

HB2662-Repeals
the rule and regulation authority of the Secretary of Revenue
to charge fees for disabled placards and ID cards. It also repeals
the $3.00 county service fee for placards and ID cards. This
also permits ARNP (advanced registered nurse practitioner) and
PA (physicians assistant) to sign and authorize the disabled parking
applications.

HB2653-Provides a
specific exemption from inspection by the KHP for any antique vehicle
having a model year prior to 1950.
